From our perspective at the Florida Bicycle Association, this federal legislation aligns perfectly with our five-year plan to advance a safer, lower-stress environment for people on bicycles. It targets key environmental and behavioral levers by proposing critical funding for bicycle infrastructure, establishing nationwide youth bike education, and introducing strong economic incentives to onshore domestic bicycle manufacturing.

  • Youth Education: Integrates bicycle safety education into standard youth learning nationwide, expanding funding for on-bicycle education for elementary and secondary school students.

2. Encouraging Everyday Riding and Expanding Access

  • Safe Routes to School: Restores funding for statewide Safe Routes to School coordinators, making it easier and safer for children to walk and ride to school.

  • Infrastructure Reauthorization: Reauthorizes federal funding for communities to plan, design, and build dedicated walking and biking infrastructure, including a $500 million annual investment in active transportation networks.

  • Transit Integration: Creates a dedicated grant program to better connect biking networks with transit stations, supporting transit-hub bike parking and the expansion of bikeshare programs.

  • Commuter Incentives: Reinstates and expands the employer-provided bicycle commuting financial benefit to incentivize more Americans to switch to bicycle commuting.

  • Onshoring Production: Creates robust incentives to bring bicycle manufacturing back to the United States.

  • Supply Chain Support: Suspends duties on imported bicycle assembly parts, lowering overhead costs for domestic builders, strengthening the U.S. supply chain, and boosting local bicycle retailers.
